Recent rain storms did not help pull Utah out of its ongoing drought emergency.  A new report from the Utah Division of Water Resources shows that 32 of Utah's largest reservoirs are now below 55-percent capacity, including Utah Lake near Provo.  Water officials say monsoon storms helped improve soil moisture and streamflows.  However, steady rain and snowfall this winter will be the best way to reverse drought trends.
